Allen Payne is the COO for RPI Group, Inc. Allen brings over 25 years of increasing leadership and technical management experience in government and commercial organizations. He is adept at building teams, growing and empowering leaders and fostering collaboration. As an innovative problem solver who thrives on rapidly creating and implanting scalable and efficient enterprise and organization solutions, Allen excels at building consensus among teams, organizations, and stakeholders.

At RPI, Allen leads our corporate operations and customer delivery organizations. His priorities are developing effective communication and collaboration processes and systems to facilitate a cohesive, one-team environment focused on employee care, open communication and customer satisfaction. 

During his early career, Allen applied his technical expertise in designing and developing web-based data-driven applications, conducting requirements solicitation, and supporting the development of innovative mission systems.  He led the deployment of modeling and simulations systems and tools to satisfy DoD and federal customer requirements, trained users on those tools and methodologies, and served as an inter-agency liaison.

Prior to joining RPI, Allen worked as the COO and Co-Founder of IntelliWare Systems where he led its growth and daily operations, overseeing corporate operations and customer delivery. He guided the evolution of systems, policies, and processes to meet current and future organizational needs and fostered teamwork across the company. His successes included innovative approaches to customer program management, financial system integration, performance management and contract management.

Allen completed a Bachelor’s Degree in Mathematics at Central Wesleyan College, graduating Cum Laude, and completed his Masters in Organizational Leadership at Regent University. Allen has been married for over 37 years, has four adult children, and three grandchildren. He loves to travel, cook, spend time with his grandkids, and play golf.
